Vista Analyse to Assess Elhub’s Cost Efficiency

Elhub plays a key role in the Norwegian power sector, responsible for collecting and distributing metering data as well as handling market processes in the power system. As the industry’s central data hub, Elhub ensures that information is exchanged between grid companies, electricity suppliers, and other market participants in a standardized, secure, and efficient manner.

The basis for this assignment is the requirements set out in the settlement license, which mandate an external review before the end of each regulatory period to assess the cost efficiency of Elhub AS. Elhub is a wholly owned subsidiary of Statnett, which serves as the settlement system operator in the Norwegian power market. The purpose of the review is to evaluate whether Elhub’s operations and development have been efficient in relation to its mandated tasks, and whether its IT architecture and organizational structure facilitate cost-effective future operations and development. The findings from the review will contribute to determining the allowable regulated revenue and fee levels for the upcoming regulatory period.

Vista Analyse has been commissioned to conduct the review in collaboration with Vali AS, a consultancy and technology firm specializing in digitalization and IT architecture. The client for this project is the Norwegian Energy Regulatory Authority (RME), which serves as the regulator and supervisory body for the Norwegian power market. RME operates as an independent unit within the Norwegian Water Resources and Energy Directorate (NVE).
