New partner at Vista Analyse: Rasmus Bøgh Holmen

Rasmus Bøgh Holmen becomes a partner at Vista Analyse from August 2023. Holmen comes from a position as senior researcher at the Institute of Transport Economics and has previously worked as a senior economist at Menon Economics. He is an economist with a PhD from BI Norwegian Business School and a master's degree from the University of Oslo. Holmen has extensive experience as a researcher and consultant with participation in nearly 150 research and consultancy projects, of which he has been project manager for about a third.
- For many years, I have followed, competed against, collaborated with and met Vista in various contexts. Besides consisting of friendly people with high integrity, it strikes me that the company always delivers products of high quality and precision. I get along well with Vista's employees and perceive our expertise as complementary. It is therefore with considerable enthusiasm and humility that I join the Vista team later this year.
Holmen is an economist with in-depth knowledge of a number of Norwegian industries, including the book industry, construction, electricity, voluntary work, ICT, industry, knowledge services, maritime and offshore, tourism and transport. He follows Norwegian and international business closely, including hosting a podcast series called "Tomorrow's industries" at the Norwegian Polytechnic Association, where he also leads the association's economics network. Holmen has conducted a number of cost-benefit analyses and evaluations at various stages of the decision-making process across sectors, as well as business studies of international competitiveness, distortions of competition, value creation contributions and ripple effects. Furthermore, he has contributed significantly to the development of several socio- and business economic models and undertaken studies of substitution patterns and valuation in order to raise the parameter quality of these models.
Holmen has often combined business economics with regional economics in consultancy assignments and research. As a regional economist, he has been instrumental in the development of Norwegian housing and labour market regions, and he has been part of Statistics Norway's reference groups for the centrality index and economic regions. In recent years, Holmen has done a lot of research on the importance of international relations between the Nordic and Baltic countries, including trade, knowledge transfer, migration and foreign direct investment. He is a member of the editorial board of the journal "Insights into Regional Development" and recently led the work to prepare a regionally distributed national accounts for the Baltics.
- Vista is one of Norway's leading environments in regional economy and has high competence in a number of industries such as construction, trade, healthcare, electricity, minerals, waste management, tourism and transport. I look forward to exploring exciting opportunities together in the future, says Holmen.
ICT and infrastructure are also areas where Holmen will strengthen Vista. Among other things, he has led the development of a model for the socio-economic consequences of outages in electronic communications on behalf of the Norwegian Communications Authority. Furthermore, he has researched productivity gains from broadband and currently heads the quality assurance of the Swedish emergency network. Through his research, Holmen has shown that the empirical basis for ex ante analyses of net earning effects from transport measures is weak in a Norwegian context, which has led to limited utilization of such analyses in Norway. In addition, he has worked extensively with development of methods related to intervention evaluations, and has published several peer-reviewed articles on international evaluation practices in transport.
Furthermore, Holmen is an experienced econometrician with a particular fondness for productivity and efficiency analyses. He has published several productivity studies and he has several working papers on the topic in industries such as construction, ICT, maritime, transport, the education sector and regional economy. In his productivity research, he typically looks at how different events and policies affect productivity, and how efficiency varies between decision units. Moreover, in combination with studies of productivity, he has done a lot of research on the measurement of real capital. In relation to this, he has, among other things, calculated detailed real capital figures for all Norwegian enterprises.
- I am pleased that Vista has solid expertise and a large portfolio within infrastructure and digitalisation across sectors. While studies of productivity and real capital can be seen as niche fields in a Norwegian context, it is gratifying to see that some of Vista's employees share this research interest, says Holmen.
