Background

The project Planning for Cost-Effective Environmental Risk Reduction in China is a major environmental cooperation project carried out by Vista Analysis, Chinese Academy for Environmental Planning (CAEP) and the Norwegian climate research center CICERO on behalf of the Chinese Government. On this web page you can access resources developed during the project and follow the development of the project via the news-items provided below.

The implementing partner on the Chinese side is China Academy of Environmental Planning (CAEP), a research institution under the Chinese Ministry of Environmental Protection. The project targets environmental planners at the central level in China, in pilot provinces (Jiangsu, Guizhou) and in pilot cities (Tongling in Anhui Province and Anshun in Guizhou Province).

Focus areas of the project

  • Mapping and documenting international best practice relevant for China, in the field of planning for environmental risk reduction
  • Training in the use of Cost-Benefit Analysis and Strategic Environmental Assessment methodology, at central, provincial and city level
  • Training in the use of enviro-economic modeling tools (GAINS, MSG-6)
  • Development of a methodological framework for assessment of different types of environmental risks in a comparative manner
  • Develop policy recommendations to the Chinese Government

The project follows-up and builds on an earlier project carried out between the parties in the period 2009-2011; “Improving the effectiveness of provincial level 5 Year Environmental Plans”. One important outcome of this cooperation was the publication of a textbook in Chinese titled “Application of SEA and CBA methodologies in environmental planning” (China Environmental Science Press, 2012), which introduced methodologies and best practices from North America, Europe and Australia to a Chinese audience. Hva forteller Tianjin-ulykken oss om Kina? (14.9.2015)
Op-ed in the Norwegian newspaper Dagens Næringsliv, about the explosions in Tianjin harbour, environmental consequences and the fators that contributed to the accident. The op-ed (in Norwegian) is available here.

China Council takes Environmental Risk project one step further (18.05.2015)
China Council for International Cooperation on Environment and Development is a high-level body that delivers policy advice to the Chinese Premier Minister Li Keqiang. One of the China Council activities in 2015 is a Special Study on eco-environmental risk. On account of their roles as Project Managers in the Vista-CICERO-CAEP project on environmental risk, Haakon Vennemo of Vista and Yu Fang of CAEP has been elected members of the Special Study Team.​

International best practice for managing environmental risk documented (10.05.2015)
Pollution of water, soil and air, as well as other environmental problems such as loss of biodiversity, have in common that they increase the risk of harm to humans and the ecology - environmental risk. Vista and CICERO have issued a bilingual (English-Chinese) report that surveys international experiences with the management of environmental risk, aimed for a Chinese audience. The report is part of a bilateral cooperation project between Vista, CICERO and the Chinese Ministry of Environmental Protection. (The report is available for download above).

Chinese researcher completes stay at Statistics Norway and Vista Analysis (15.04.2015)
Dr. Ma Guoxia of the Chinese Academy of Environmental Planning (CAEP) has finalized a research mission in Norway to study economic models including environmental effects. The goal is to use Norwegian experience to better incorporate environmental considerations in environmental planning in China. The research mission is part of a three-year bilateral project on environmental risk reduction between CAEP and Vista Analysis.

Workshop on environmental risk in Beijing (26.11.2014)
Vista Analysis and Chinese Academy of Environmental Planning (CAEP) conducted a workshop on environmental risk management for pilot provinces (Jiangsu, Guizhou) and cities (Tongling, Anshun) in Beijing 18-19 November. A key topic was how to consistently map and rank environmental risks at regional and local levels. The workshop is part of a three-year cooperation supported by the Norwegian embassy in Beijing and the Chinese Ministry of Environmental Protection. European experiences with environmental risk presented in Beijing (31.10.2014)
The seminar ”5th Forum of Environmental Risk and Damage Assessment” was conducted in Beijing 21-22 October. The seminar was held by Chinese Academy of Environmental Planning (CAEP), an institute under the Ministry of Environmental Protection (MEP). Vista Analysis participated with Rasmus Reinvang , who presented relevant European experiences to the Chinese audience. About 80 representatives from environmental institutions in 10 Chinese provinces participated. Rasmus’ participation is part of a three-year cooperation project between Vista Analysis, CICERO and CAEP, which is supported by the Norwegian embassy in Beijing and MEP.

Strengthening the environmental dimension in planning in China (11.09.2014)
Vista Analysis, CICERO and Chinese Academy of Environmental Planning has developed training material to encourage the increased use of Strategic Environmental Assessment and Cost Benefit Analysis in planning in China. The material consists of a report with two fictitious case studies, questions and answers, as well as a workshop guide. The material can be used for training in China and in other emerging economies. The report is part of a 3-year Sino-Norwegian cooperation project.

Workshop on environmental risk in Tongling, China (18.06.2014)
Vista Analysis, CICERO and the Chinese Academy of Environmental Planning (CAEP) carried out a workshop on environmental risk in Tongling, Anhui province, 28-29 May. The aim of the workshop was to transfer knowledge of international best practise and apply this knowledge in training exercises. The participants were from the Ministry of Environmental Protection (MEP) in Beijing as well as the Environmental Protection Bureaus in Jiangsu and Guizhou provinces and the cities Anshun, Chengdu and Tongling. The workshop is part of a bilateral cooperation project, supported by the Norwegian Embassy in Beijing and MEP. (Presentations from the workshop are available above).

Chinese researcher at Vista Analysis and Statistics Norway (07.04.2014)
Dr. Ma Guoxia of the Chinese Academy of Environmental Planning (CAEP), under the Ministry of Environmental Protection, arrived 1 April for a 3-month research mission at Statistics Norway and Vista Analysis. Ma will especially study Norwegian experiences with economic models including environmental effects, for which there is great demand in China. The research mission is part of a three-year bilateral project, in which Vista Analysis and Cicero (Centre for International Climate and Energy Research – Oslo) cooperates with CAEP on improving planning to reduce environmental risk in China.

Environmental accidents in China (04.12.2013)
On 27 November, Vista Analysis and CICERO met with Chinese environmental authorities in Beijing to discuss planning to prevent environmental accidents. The meeting was part of the start-up of a new bilateral cooperation project, which Vista Analysis and CICERO is carrying out together with Chinese Academy of Environmental Planning (CAEP). Baseline studies on environmental planning and risk management in China (3.10.2013)
Vista Analysis has published two baseline studies related to environmental planning and risk management in China. The first study consists of a baseline survey of literature on environmental risk that is relevant for China, and especially Jiangsu and Guizhou provinces. The second study is a report titled “Baseline Study of Environment Planning and Risk Management in China” and is written by Chinese Academy of Environmental planning with support from Vista Analysis and CICERO.(The report is available above).

Vista Analysis gives lecture at Annual Conference for Environmental Planning in China (18.8.2013)
Rasmus Reinvang from Vista Analysis gave a lecture on ““Integrated Economic and Environmental Planning: Introduction and International Experiences”, at the 2013 Annual Conference for Environmental Planning in China, in Taiyuan 16-17 August 2013. Around 200 directors and staff of central and local academies for environmental planning in China attended the conference. Read more.

Field survey of environmental risk management in China (2.6.2013)
In the period 28 May–1 June, representatives of the Chinese Ministry of Environmental Protection (MEP), Chinese Academy of Environmental Planning (CAEP), Vista Analysis and CICERO carried out a field survey of planning and response related to environmental risk in China. The field survey included visits to the Environmental Protection Bureaus (EPB) in Jiangsu and Guizhou provinces, EPBs in the cities of Tongling (in Anhui) and Anshun (in Guizhou), as well as industrial parks, chemical plants and emergency response centers. Vista Analysis and CICERO to support the Chinese Ministry of Environment (20.3.2013)
Today Vista Analysis and CICERO participated in the first meeting in Beijing, in a new Sino-Norwegian cooperation project related to improving planning for cost-effective environmental risk reduction in China (2013-2015). In the project, Vista Analysis and CICERO shall cooperate with Chinese Academy of Environmental Planning in assisting the Chinese Ministry of Environmental Protection (MEP) in developing competence and a methodological approach to strengthen planning for cost-effective environmental risk reduction. The project team will also provide policy recommendations to the Chinese government. The project targets environmental planners at central level in China, in pilot provinces (Jiangsu, Guizhou) and in pilot cities (Tongling in Anhui Province and Anshun in Guizhou Province). Vista Analysis publishes book in Chinese (20.04.2012)
On April 18, Haakon Vennemo of Vista Analysis was in Beijing to launch the book "Application of SEA and CBA methodologies in environmental planning", which he has edited with Zhao Xuetao and Yu Fang from the Chinese Academy of Environmental Planning. The book is published by the Chinese Environmental Sciences Press. It will be used as a textbook at universities in China. Read more.
