Background

The main objective of the project is to contribute to increasing penetration of climate-resilient housing in Vietnam that can withstand typhoons, storms and floods. The project aims firstly to develop practical and sustainable incentives for private and public sector actors in Da Nang city to build climate-resilient housing for the benefit of low-income households, and secondly, to build the capacity of Da Nang Women's Union as a catalyst for climate-resilient housing. Through the project, incentive schemes involving loans through a revolving fund, tailor-made technical assistance, information events and grants are offered to near-poor and poor households in Da Nang City. The first phase of implementation involves a randomized controlled trial of two different incentive packages, that are offered to near poor households in randomly selected wards and communes in Da Nang City. Detailed baseline household data has been collected in all wards and communes, and a follow-up survey will take place after implementation. The household data will be combined with spatial data, and detailed analyses will be carried out to draw conclusions and recommendations for sustainability and scaling-up of the incentives.

The inception report includes results from consultations with key stakeholders, focus group discussions, descriptive statistics on the housing market in Da Nang, literature reviews on technology adoption, and methods for testing incentives. - Demand for climate resilient housing – Experimental evidence from Vietnam

This draft paper presents preliminary results from the ongoing fielde experiment and is based on baseline data collected in December 2016, and uptake rates for each incentive package reported in May 2017. The paper was presented at the 16th Nordic Conference in Development Economics at the University of Gothenburg on June 12th 2017. Download here.
