John Skjelvik has more than 20 years of experience from various assignments and projects covering environmental and energy policy and -economics and industrial policy analysis. His work has focused on analysis of various policy measures to curb emissions to air and water. Furthermore, valuation of environmental costs caused by pollution of air and water, and cost-benefit analysis of measures to improve environmental quality has been important parts of his assignments. He has also done several monitoring & evaluation studies of existing policy instruments and institutional arrangements, and provided practical advice on how to improve policy design and implementation. This has comprised processes in close cooperation with authorities, industries and other stakeholders, often in larger teams. He is also a very experienced project manager.
Another important part of his work has been analysis of climate change policy instruments. This has covered design and implementation of emissions trading and carbon taxes in several sectors both at a national and an international level, and use of the international flexible mechanisms Joint Implementation and Clean Development Mechanism and analysis of local benefits from climate change actions.


Through his whole career he has worked with industry and energy economics, policy planning, development and evaluation of industry and energy policy instruments. This has been overall policy analysis as well as analysis of instruments directed towards special sectors, energy carriers and geographical areas.


Major client include the World Bank and regional development banks, Nordic donor organisations, OECD, Nordic ministries and sub-bodies and NGOs. He has work experience from the Nordic countries, Eastern Europe, East Asia (particularly China), Latin America and Africa.
